Subject to the rules of procedure of the General Assembly, the opening segment (9:00–10:30 a.m.) will include the adoption of the political declaration followed by statements by the President of the General Assembly, the Secretary-General of the United Nations, the Amir of the State of Qatar in its capacity as host country and the President of the Economic and Social Council.

Member States, members of the United Nations specialized agencies and observers of the General Assembly to be represented at the level of Head of State or Government or at the highest possible level are invited to make statements in plenary of up to five minutes.
