Doha Solutions Platform for Social Development
The Doha Solutions Platform for Social Development is a dedicated online repository of commitments and initiatives by Governments and other stakeholders, with high relevance to the objectives set by the Copenhagen and Doha political declarations on social development. The platform showcases commitments and initiatives that demonstrate innovation, resource commitment, impact and replicability. It serves as a resource for Governments and other stakeholders to share and explore good practices and innovative ideas for advancing social progress.
The Doha Solutions Platform was initially launched by UN DESA, in the lead-up to the Second World Summit for Social Development, to support a call for commitments issued by the President of the General Assembly, in collaboration with Qatar and France. The outcome document of the Summit, the Doha Political Declaration, included a commitment by Member States to “advance innovative solutions, and inclusive international cooperation to fully translate the commitments of the Copenhagen Declaration and Programme of Action and social dimension of the 2030 Agenda into concrete actions to achieve social development for all, in particular to the benefit of developing countries.” In response to this call, the President of the General Assembly, invited Member States and other stakeholders with new or newly resourced initiatives, partnerships and solutions for advancing social development, to register these commitments and initiatives with the Summit Secretariat.
Submitted commitments that met all pre-established criteria in the initial guidelines for submission, were registered for inclusion on the platform. Submissions meeting the criteria, which were received prior to 7 November 2025, were considered submitted “on the occasion of the Summit.” Select commitments were showcased at the Doha Solutions Forum for Social Development, a special event hosted by Qatar and France in the margins of the Summit, and in the Solutions Studio, a dedicated space at the Summit for public-facing exchange on good practices.
Submissions on the occasion of the Summit
The first call for submissions to the Doha Solutions Platform generated 186 submissions received on the occasion of the Summit (by 7 November 2025), of which 133 (72%) met the criteria to be featured on the platform.
Civil society organizations contributed the largest share of solutions (53%), followed by contributions by 17 unique UN Member States (20%). UN system entities led some 11% of contributions, with private sector entities and other institutions comprising the other contributors. Contributions received reflect efforts operating at global, national, regional, and local levels, with most featured initiatives scaling up existing work, and a significant amount (44%) being new initiatives.
The featured solutions span a wide spectrum of social priorities, including social inclusion, employment, education, poverty eradication, gender equality, digital transformation, climate action, health, food security, and support for countries in special situations. Every initiative aligns with the priority areas outlined in the Copenhagen Declaration and the Doha Political Declaration.

Most of the solutions submitted by Member States are led by their Ministry or leading authority on Labour/Social Protection/Social Development (62%) and 15% are led by a central government authority. 62% of solutions by Member States represent significant scaling up of an existing effort, and 38% are new initiatives.
Member States are in a unique position to advance integrated whole-of-government approaches, which are at the heart of the Copenhagen and Doha declarations. In this first round of submissions, the governments of Bangladesh, Bhutan, Honduras, Iraq, and Moldova presented whole-of-government approaches to social policy, all of them focused on expanding social protection.
