Third Review and Appraisal of the Madrid International Plan of Action on Ageing

Special Event Marking International Day of Older Persons

The Madrid International Plan of Action on Ageing (MIPAA), 2002, adopted by the Second World Assembly on Ageing, held in Madrid from 8 to 12 April 2002, requested a systematic review of its implementation as being essential for the Plan’s success in improving the quality of life of older persons.

The review and appraisal of the Madrid Plan of Action takes place every five years.  Member States decided to utilize a unique process of review which involves a participatory “bottom-up” element involving civil society and older persons themselves.

The process is designed to assist Member States in receiving feedback on the policies and programmes they have implemented.  Member States are encouraged to utilize this process along with traditional reporting methodologies utilizing quantitative data and evaluation.

Following the review and appraisal at the national level, a regional level consolidation of information takes place, coordinated by the United Nations Regional Commissions: the Economic Commission for Africa (ECA), the Economic Commission for Europe (ECE), the Economic Commission for Latin America and the Caribbean (ECLAC), the Economic and Social Commission for Asia and the Pacific (ESCAP) and the Economic and Social Commission for Western Asia (ESCWA).

The first review and appraisal was concluded in 2008 with a global review at the Commission for Social Development at its forty-sixth session. The second review and appraisal process started in 2011 and concluded in a global review in 2013 at the Commission for Social Development at its fifty-first session.
