While the world was building back from the COVID-19 pandemic and grappling with ongoing interlinked food, fuel and financing crises, UN DESA’s work in 2022-2023 sought to tackle the multidimensional challenges of poverty and inequality; shaping evidence-based policies to realize the 2030 Agenda’s central promise to “leave no one behind”.

This report aims to assess the extent of progress made in the first phase of implementation of the UN Decade of Healthy Ageing, from 2021 to mid-2023; present contributions to the Decade being made by stakeholder groups, including Member States, UN agencies, civil society, academia, the private sector, community groups and older people themselves; and inspire and motivate stakeholders to collaborate in their continued efforts to implement the Decade at country level and scale up interventions to ensure healthy ageing.

The report provides a review of the progress made and the gaps and challenges in implementing the Third United Nations Decade for the Eradication of Poverty (2018–2027), in the context of a series of severe and mutually reinforcing crises: the coronavirus disease (COVID-19) pandemic, the war in Ukraine, the food and energy crises, rising inflation and climate change. Policies for an inclusive and sustainable recovery are discussed and recommendations put forward for consideration by the Assembly.

The report provides a review of the progress, gaps and challenges in inclusive social development policies and programmes to address homelessness, given the socioeconomic impacts of the coronavirus disease (COVID-19) pandemic. The specific challenges faced by disadvantaged groups are discussed. The report shows that, while knowledge of and policies on homelessness are improving, substantial efforts are still needed. Notwithstanding homelessness concerns in developed and developing economies, the report serves to highlight global contrasts, along with the convergence of issues and strategies. The report provides an update on progress made since 2015 towards achieving the Sustainable Development Goals, in particular its aspects of relevance to older persons and population ageing. The report highlights key issues and challenges in the full and effective inclusion of older persons in the implementation of the 2030 Agenda for Sustainable Development. It also features selected work carried out by the Inter-Agency Group on Ageing. Key recommendations for consideration by Member States are set out in the concluding section.
