COSP18 Event: Innovative Financing and Personal Assistance Schemes: Comparing Australia’s National Disability Insurance Scheme with South Korea’s Personal Support Budget Plan

Side event organizers Queensland Advocacy for Inclusion (QAI) and Disabled Peoples International (DPI) Korea

Held on Monday 9 June 2025 during the 18th Conference of States Parties (CoSP18) to the United Nations Convention on the Rights of Persons with Disabilities (CRPD), this side event was organized by Queensland Advocacy for Inclusion (QAI) and Disabled Peoples International (DPI) Korea. The event reflected one of the sub-themes for CoSP18: Empowering persons with disabilities and enhancing social development policies through innovative financing.

In the shift away from the medical model to the social model of disability, it is essential that persons with disabilities have choice and control over which personal assistance services they use, including managing the budgeting and financing of these services. To empower persons with disabilities to make these choices, Australia has introduced the National Disability Insurance Scheme (NDIS) and South Korea is running a pilot project on Personal Budget Plans.

The event:

  • Compared the structures of the NDIS and the Personal Budget Plan
  • Identified successful outcomes from personal assistance schemes
  • Identified opportunities for improvement in the implementation of both systems
  • Enabled learning from the NDIS experience for the Personal Budget Plan in South Korea

  • Member of the Committee on the Rights of Persons with Disabilities
  • Representatives from Ministry of Health and Welfare of Republic of Korea
  • Representatives from Queensland Advocacy for Inclusion, including a presentation from a person with lived experience of accessing the NDIS
  • Representatives from Disabled People’s International (DPI) Korea
