Inclusive United Cities for All: Affordable Housing and Homelessness

The World Cities Day celebrated each year on 31st of October is expected to greatly promote the international community’s interest in global urbanization, push forward cooperation among countries in meeting opportunities and addressing challenges of urbanization, and contributing to sustainable urban development in cities, villages and rural areas around the world.

This year, UN DESA’s Division for Inclusive Social Development in collaboration with the New York Mayor’s Office hosted the third edition of “Inclusive United Cities for All” with a focus on affordable housing and homelessness. The event provided a platform to share concrete recommendations on addressing homelessness, with a focus on affordable housing measures at the local levels.

Ms. Daniela Bas, Director of UN DESA’s Division for Inclusive Social Development as a moderator, highlighted the theme on “affordable housing and social protection systems for all to address homelessness.” She also stressed that the outcome of today’s event will contribute to enhancing discussions and recommendations of the 58th Session of the Commission for Social Development (CSocD58) from 10 to 19 February 2020, which is the first time that the Commission will discuss this theme.

Both Commissioners of the New York City Mayor's Office, Mr. Victor Calise and Ms. Penny Abeywardena delivered opening remarks by speaking of New York City’s efforts to reduce and prevent homelessness. The UN Special Rapporteur on Adequate Housing Ms. Leilani Farha, sending a video message emphasized “the relationship between the lack of affordable housing in most cities around the world and our ability to ensure that cities remain diverse and inclusive,” while highlighting the significant roles of governments and private sectors in the homelessness reduction.

The Director of the Institute of Global Homelessness (IGH) Ms. Lydia Stazen shared the global version on homelessness, and international and local strategies to end street homelessness. “An estimated 100 million people are homeless worldwide,” Ms. Stazen added, encouraging to build sector leadership, knowledge and connections, and bridge research to practice through a place to call home.

Turning to those facing compounded societal barriers, Mr. Juha Kaakinen, CEO of Y-Foundation from Finland, underscored that the Housing First Principle is an operating model guided by the notion that having a place to live is both a human right and a basic right. Under this principle, Finland has been the only EU country where homelessness has decreased in recent years.

Referencing this year’s theme on homelessness, Ms. Gianna Zamaro, Vice-president of Social Affairs Department from Friuli Venezia Giulia, and Ms. Waldemira Graçano, Director of the Leadership School from State of Parana Government, also shared homelessness measures and programs taken at their countries, and called for initiatives to provide social and multidimensional support for homeless people.

UN Youth Delegates to the General Assembly Third Committee, Ms. Ruth Moatti and Ms. Maryam Abdulla Belhoul, believed that homelessness is not only “a physical problem of not having an actual home”, but also “a social problem being separated from society.”

Levels of homelessness have dramatically risen in most of the major cities of the world, affecting both wealthy and poor nations. Identifying the persons experiencing homelessness, determining the drivers of homelessness and adopting successful solutions to end homelessness will contribute to the implementation of SDGs. Appropriate initiatives can promote sustainable development for all nations and peoples and for all segments of society.
