Promote democratic participation, ensure inclusive elections

In this side event, knowledge, policy and practical examples of how to reach equality within the area of democratic participation was discussed by speakers representing different backgrounds and perspectives. One focus was on the preparation for and organization of elections.

Gry Haugsbakken, State Secretary of Equality and Culture in Norway stated that democratic participation has a value in itself. It is not just about achieving specific goals or winning debates. It is about creating a society where people have a say in their governance and to influence the direction of their community or nation.

The moderator of the seminar, Charlotte McClain-Nhlapo, Global Disability Advisor at the World bank, expressed that we know a major constraint for persons with disabilities in terms of voting is the lack of accessibility.

Alejandro Moledo, Policy Director as the European Disability Forum, presented a report on legal and practical barriers that prevent persons with disabilities from participating in elections. For example elements that define whether a person with disability can vote independently and in secret.  

Dewlyn Lobo, representing People First in Canada, declared that many people have invisible disabilities like learning disabilities and that accommodations are not thought about. These accommodations includes plain language.  Information, welcoming attitudes, and staff have an understanding of different disabilities. And know how to help people.” Emma Bishop, Down Syndrome International said there should be a ballot which tells you what voting is, who the candidates are and which issues they are caring about.

Ambassador Lennartsson, deputy representative of Sweden to the UN stated that even in countries where the right to vote is not formally restricted, there is barriers that prevent some people from voting. We need to continue to advocate for every person's right to democratic participation and respond to the current democratic deficits.
