Member States and Observers
Official delegations of participating Member States of the United Nations, and observers of the General Assembly must register with the United Nations Protocol and Liaison Service (Protocol Office) through the online “eRegistration system”, which is available on the e-deleGATE portal at https://edelegate.un.org/. For registration to the Summit, official delegations must go through the “designated eRegistration focal points” of their respective Permanent Missions or liaison offices in New York, who have access to the eRegistration system.
A note verbale highlighting the registration procedure will be sent by the Protocol Office to all permanent missions and observer/liaison offices in New York prior to the opening of the registration and will be made available on the Protocol and Liaison Service website (www.un.org/dgacm/en/content/protocol).
The registration through the ‘eRegistration system’ is scheduled to open on 1 September and close on 15 October 2025 at 5:30 pm. The registration centre and onsite registration are scheduled to open on 30 October. The centre will open through the last day 6 November (1pm) but onsite registration will close on 5 November (1 pm).
Credentials
The plenary meetings of the Summit will be held as plenary meetings of the eightieth session of the General Assembly. As such, the rules of procedure of the General Assembly apply. Rule 27 of the rules of procedure provides as follows, “The credentials of representatives and the names of members of a delegation shall be submitted to the Secretary-General if possible not less than one week before the opening of the session. The credentials shall be issued either by the Head of the State or Government or by the Minister for Foreign Affairs.” Member States may wish to take this into account and include the names of their representatives who will be attending the Summit in their credentials of representatives to the eightieth session of the General Assembly.
Note about Host Country Requirements and Hayya Entry Permit
Following the registration with the United Nations, the designated eRegistration focal point must email @email to begin the Host Country registration process with Qatar’s Ministry of Foreign Affairs.
This focal point will be responsible for submitting details for all delegation members to register all members of the delegation.
The dedicated guest management team of the Host Country will assist the focal point with submitting Hayya Entry Permit documentation and coordinating hotel and transport arrangements.
It is important that Permanent Missions coordinate with their embassies in Qatar to ensure all members of the Delegation are fully registered in advance.
