The secretariat for the Convention on the Rights of Persons with Disabilities-DESA is the focal point within the United Nations Secretariat on disability matters. It acts as a clearing house for information on disability issues; prepares publications; promotes national, regional and international programmes and activities; provides support to Governments and civil society; and gives substantial support to technical cooperation projects and activities. It is also responsible for servicing the Conference of State Parties as specified by the Convention on the Rights of Persons with Disabilities. The secretariat is located in the Division for Social Policy and Development, a part of the Department of Economic and Social Affairs in New York.

OHCHR supports the mandate of the High Commissioner for Human Rights, Ms. Louise Arbour, who is the principal United Nations officer with responsibility for human rights. The Office promotes and protects human rights through international cooperation and the coordination of human rights activities in the United Nations system. The Office supports the implementation of the Convention on the Rights of Persons with Disabilities as part of its core mandate, in particular through its field offices and through technical cooperation and partnerships with States, civil society, national human rights institutions and intergovernmental organizations. In addition, the Office provides expert assistance and support to the Committee on the Rights of Persons with Disabilities.

The Inter-Parliamentary Union (IPU) is the world organization of parliaments. It facilitates political dialogue among Members of Parliament and mobilizes parliamentary cooperation and action on a wide range of subjects that are high on the international agenda. It aims to ensure that parliaments and their members can freely, safely and effectively do the job they were elected to do: express the will of the people, adopt laws and hold Governments accountable for their actions. To this end, IPU implements programmes to strengthen parliaments as democratic institutions. It audits parliaments, provides technical assistance and advice, undertakes research, and develops standards and guidelines. It places special emphasis on promoting and defending human rights and facilitating women’s participation in politics.
