Drawing on inputs from Member States, UN entities, and youth organizations, it highlights the need for stronger policy coordination between local and national authorities, focusing on social protection, resilient livelihoods, and sustainable communities. The report underscores youth participation in shaping, monitoring, and evaluating policies, and offers recommendations to enhance engagement, coherence across decision-making, and integrated action on poverty, education, employment, and climate.

It includes sections on establishing a programme, suggestions for possible roles of youth delegates and practicalities to be considered.
