Protocol Arrangements for the Second World Summit for Social Development

The United Nations Protocol and Liaison Service has issued detailed guidance to Permanent Missions, Observer Offices, and specialized agencies regarding participation in the Second World Summit for Social Development, to be held from 4 to 6 November 2025 at the Qatar National Convention Centre (QNCC), Doha.
Summit Overview
The Summit will feature six plenary meetings, including opening and closing segments, and two high-level roundtables, alongside parallel events. Delegates can access the full programme on the official Summit website.
Registration and Access
Pre-registration in New York: 1 September – 15 October 2025 via the UN eRegistration system on the e-deleGATE portal.
Onsite registration in Doha: 30 October – 5 November 2025 (until 1:00 p.m. local time). Pre-registration is strongly encouraged to avoid long queues.
Badges and Access Cards: All delegates will require UN-issued Summit badges. A secondary access card will also be needed to enter the plenary hall for the opening session and possibly subsequent plenaries. Heads of State/Government and senior dignitaries will be exempt from screening upon presentation of VVIP/VIP passes.
Credentials
The plenary meetings will be formal sessions of the 80th General Assembly, and credentials must therefore comply with GA rules of procedure. Member States are required to submit scanned copies of credentials via the e-Credentials system by 2 September 2025, with originals delivered to the UN Office of Legal Affairs.
Media and Security Arrangements
Security: National security officers accompanying dignitaries must be registered and will be issued special UN passes, with strict limitations on numbers (e.g., two officers maximum for Heads of State or Government).
Media: Journalists, photographers, and videographers must register via their missions in New York through the media accreditation portal.
Entry into Qatar
All participants are required to obtain a Hayya entry permit, regardless of visa exemption status.
State delegates must coordinate applications through Qatar’s Ministry of Foreign Affairs.
IGO and agency participants must apply directly via the Hayya portal, following approval of their UN registration.
Important Reminders
Only official delegations (Member States, IGOs, and specialized agencies) may register through Protocol. NGOs and organizations with special accreditation will register separately through UN DESA and UN-NGLS.
Delegates should prepare necessary documents early, including passport-sized photographs, letters of credentials, and travel permits.
The UN Registration Centre at QNCC will operate from 30 October to 6 November 2025, with specific working hours for badge collection and troubleshooting.
