Welcome to the United Nations
The Madrid International Plan of Action on Ageing (MIPAA) adopted by the Second World Assembly on Ageing, held in Madrid from 8 to 12 April 2002, requested a systematic review of its implementation as being essential for the Plan’s success in improving the quality of life of older persons. The review and appraisal of the Madrid Plan of Action takes place every five years. The process involves a novel participatory “bottom-up” element engaging civil society and older persons themselves, and is designed to assist Member States in receiving feedback on the policies and programmes they have implemented. Member States are encouraged to utilize this process along with traditional reporting methodologies. Following the review and appraisal at the national level, United Nations Regional Commissions coordinate consolidation of information at the regional level. Reviews and appraisal processes culminate with a global review at the Commission for Social Development. The first three reviews and appraisal processes were completed at the Commission’s forty-sixth session (2008), fifty-first session (2013) and the fifty-sixth session (2018).

International Federation on Ageing (IFA) hosted a virtual event in collaboration with the NGO Committee on Ageing Vienna and the Austrian Federal Ministry of Social Affairs, Health, Care and Consumer Protection on 12 November 2020. The event aimed at reflecting on experiences and achievements as they relate to the Madrid International Plan of Action on Ageing, with particular emphasis on the UNECE regional implementation strategy.
As the Second World Assembly on Ageing approaches its 20-year milestone, panelists discussed various opportunities to build synergies throughout the United Nations system to generate renewed momentum to advance the ageing agenda and ensure the health, well-being, social and economic inclusion and rights of older people everywhere.
